AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democracy just eight days before the country’s general election.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a report published ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these political entities, the study indicated.
Official Warns Against Relying on AI Assistants for Election Advice
The vice-chair of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she added.
“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”
Voting Background and Political Landscape
Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the performance of the PVV.
The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.
All major parties have ruled out an alliance with the PVV, meaning the runner-up party is highly probable to provide the next prime minister.
Inadvertent Prejudice Linked to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
