Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are issued from different nations. Immense energy is devoted on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "resolution".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from across the border, a capability provided through timely intelligence. From observation points, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – modern combat jets supplied to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by Western nations. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a aerial vehicle close by, part of a mobile-fire group – probably imported technology. Regrettably, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and utility failures in many homes as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a dependence that regional partners are clearly incapable to fill in the near term.
Ineffective Peace Efforts
The 28-point plan from US administration provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually secure success. This trend will, undoubtedly, persist.
Tactical Assessments
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to relinquish the land that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does nothing to discourage Russia, through words or deeds, from assuming that the situation will not change more in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a entire defensive failure until circumstances change in its favour.
Existing Situation
Realistically, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: personal goals to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
